### Responsibilities
* Plans, organizes, and directs the activities of 14 Flying Training Wing RAPCON during one of two scheduled shifts, ensuring that OSAR/RAPCON complies with legal and regulatory requirements and meets customer needs.
* Exercises supervisory personnel management responsibilities.
* Represents OSAR/RAPCON with a variety of installation and functional area organizations.
* Establishes, develops, and maintains effective working relationships with high ranking military of the installation, civilian managers and supervisors.
* Establishes, develops, and maintains effective working relationships withother federal and state agencies, other armed services, general aviation representatives and local airport managers, contractors and other civilian interest groups.
* Advises and provides counsel to employees regarding policies, procedures, and directives of management.

* At least 5 years ATC Controller in Charge/Watch Supervisor experience is highly desired
* At least 10 years of ATC experience and experience in the ATC career field within the last 3 years is highly desired
* The position may require the employee to work under adverse environmental conditions
* This is a Key Position. The duties of this position meets all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization.
### Qualifications
**This is a Key Position. The duties of this position meets all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CANNOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,")
SPECIALIZED EXPERIENCE:** I have one year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes experience in a military or civilian air traffic facility that demonstrated possession of the knowledge, skills, and abilities required to perform the level of work of the specialization for which application is made. This experience must have provided a comprehensive knowledge of appropriate air traffic control laws, rules, and regulations. Examples of specialized experience include issuing control instructions and advice to pilots in the vicinity of airports to assure proper separation of aircraft and to expedite their safe and efficient movement. This specialization also requires: ability to act decisively under stressful situations and to maintain alertness over sustained periods of pressure; skill to coordinate plans and actions with pilots and other controllers; and judgment to select and take the safest and most effective course of action from among several available choices.
**FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS:** Applicants must have served at least 52 weeks at the GS-11 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
**KNOWLEDGE, SKILLS AND ABILITIES (KSAs):**Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Developed knowledge sufficient to plan and schedule ongoing air traffic activities on a daily, weekly, monthly, quarterly and annual basis. Adjust staffing levels or work procedures within their assigned shift to accommodate frequent flying schedule changes made by the Wing, the FAA and the OG operational squadron's. An in-depth knowledge and experience with air traffic control management principles, practices and processes to ensure control of multiple air frame operations are carried out safely, effectively and coordinated with FAA air traffic activities and to identify areas where air traffic control practices work methods and procedures require improvement. Skill to gather or manage the development of data, estimates, statistics, and other information useful to higher level management in determining future or amended goals and objectives. An in-depth knowledge and experience to determine when air traffic controllers are executing the appropriate separation practices and processes in real time and to identify and assist air traffic controllers in implementing alternate air traffic control procedures when necessary.
2. Knowledge of air traffic control regulations, practices, and procedures to ensure the shift coordinates the effective separation of the multiple and overlapping air frames operating in a confined air space.
3. Acquired skill and knowledge to plan, organize, and direct the functions and staff of a shift with as many as twenty to twenty five air traffic controllers and intermediary work leaders.
4. Skill to communicate in a precise and measured manner and to communicate in an authoritative manner during emergent situations, Skill to communicate effectively with a variety of military and civilian personnel with various levels of air traffic control knowledge and experience. Ability to make rapid and precise judgments in a real-time work situation, remain calm under conditions that are stressful, coordinate many different processes at once, adjust rapidly to changes in the traffic pattern and tempo of work activity.
5. Writing skill sufficient to prepare memorandum, study or position papers and proposals.
6. Extensive knowledge of the T1, T6 and T38, air frame flight characteristics, e.g., speed, lift, climb rate, stall speed, etc. to understand the capabilities of each air craft and to ensure the separation of these multiple aircraft operating within a defined air space.
7. Knowledge of the laws, rules, regulations and procedures governing the movement of air traffic and knowledge of Terminal Air Traffic Control (ATC) Procedures, including tower and radar procedures.
8. Knowledge of the functional/operational limitations of all ATC equipment, as well as approach lighting, airfield lighting, weather instructions, navigational aids (NAVAIDS), remote status indicators, arresting systems, landlines, and any other equipment pertaining to ATC services and weather phenomena and localized effects.
**PART-TIME OR UNPAID EXPERIENCE:**Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
**VOLUNTEER WORK EXPERIENCE:** Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
